Your Pic is zoomed-out. This is my first time using a large scene. For a final tweak I am changing XYZ values directly in transform section. Just select the object in the scene selection tab, then use the icon to bring up the gizmo. The orientation of the Gizmo 3D will be defined by the orientation of the clicked polygon.
